A Celebration of Life for Mr. Neil Barr, 80, of Kilgore will be held at 2 p.m. on Wednesday, June 13, in the Chapel of Rader Funeral Home in Kilgore with Rev. Ron Byrd and Mike Conner officiating. The family will receive friends at the funeral home from 1-2 p.m. one hour prior to the service. Mr. Barr passed away on Friday, June 8, 2018 at his home in Kilgore.

Neil was born on June 13, 1937, in Kilgore to the late Harry Eugene Barr and Dorothy Marie Surratt. He graduated from Kilgore High School in 1955, Kilgore Junior College in 1957 and attended North Texas State. After attending North Texas State, he returned to Kilgore to work in the East Texas Oilfield.

Mr. Barr served in the US Army and Kilgore National Guard and was a member of the First Christian Church where he served as a deacon. He was an avid Nascar fan and gun enthusiast. Neil enjoyed cooking BBQ and loved his animals.

He served on the Kilgore City Council as Place 3 council member since 2010. Mr. Barr was a strong supporter of the Kilgore Police Department and Kilgore Fire Department and will be greatly missed by his family, city council family, city employees and the community of Kilgore.

Neil is survived by his wife of 42 years, Betty Christine Barr of Kilgore; daughter, Tracy Phelps and husband Bill of Joshua, Texas; sons, Mike Barr and wife Cindy of Hewitt, Texas, Jason Barr and wife Becky of Lindale and Paul Matthews and wife Lisa of Arp; 12 grandchildren and eight great-grandchildren; former spouse, Carol Barr of Cameron, Texas, and other loving family members and friends.

In lieu of flowers, donations may be made to the Kilgore Police Department or Kilgore Fire Department, 815 N. Kilgore St., Kilgore, Texas 75662.
