Gregg County Commissioners’ Court

A regular meeting of the Gregg County Commissioners’ Court will take place at 10 a.m. Monday, Sept. 13 in the commissioners courtroom on the third floor of the Gregg County courthouse, 101 E. Methvin St. in Longview.

Agenda

1. Approve payroll and transfer of payroll funds.

2. Approve bills payable, budget amendments, and budget transfer requests.

a. Request approval of Resolution authorizing Gregg County Grant for program year 2022.

6. AUDITOR

a. Discussion and any necessary action to approve and pay the remainder due, as approved on January 28, 2021 in the Vaccine Administration Agreement with Christus Good Shepherd Medical Center, for reimbursement from the Coronavirus 2 Relief Funds for Vaccine Hub expenses.

b. Request approval of Cash Receipt Report for August 2021 term.

7. COMMISSIONERS

a. Acknowledge Road and Bridge Report for the August 2021 term.

b. Precinct 1 – discussion and any necessary action to accept donation of concrete blocks from Rebecca Melton for use in Road and Bridge project.

c. Precinct 3 – request approval to transfer funds from 732800 Kilgore Community Building – Repairs and Maintenance to 732800 Hugh Camp Park – Repairs and Maintenance for upkeep at the park creek. Budget Transfer Request is included.

d. Precinct 3 – discussion and necessary action regarding request by the City of White Oak to assist in maintenance to Davis Circle. Precinct 3 will provide labor and equipment with the City of White Oak furnishing all materials. Project Planning Report is included.

e. Precinct 4 – request approval to assist the City of Lakeport with rightof-way maintenance on Lura Street. Precinct 4 will furnish labor and equipment with Lakeport providing all necessary materials. Project Planning Report is included.

f. Precinct 4 – request approval to transfer funds from 740300 Gravel, Sand and Cement to 754000 Non-capital Furnishings and Equipment for the purchase of a plasma cutter. Budget Transfer Request is included.

8. CONSTABLES

a. Precinct 4 – request approval of appointment of Daryl Gregg to complete unexpired term of Constable Danny Craig II, who resigned to take a position in the Sheriff’s Office.

9. COUNTY CLERK

a. Request approval of Gregg County Commissioners Court minutes for the August 2021 term.

10. EAST TEXAS REGIONAL AIRPORT

a. Discussion and any necessary action to approve Consent to Assignment on Martin Product Sales LLC Hangar to RSSD Properties LLC, which is solely owned by Ruben S. Martin III.

11. ELECTIONS

a. Request approval of Amended Order of Special Election to update polling locations.

• Add Meadowbrook Country Club as an Early Voting Location per request from Kilgore Independent School District for Bond Election.

• Replace Kilgore Lions Club with Kilgore Community Center on Election Day.

b. Request approval to transfer funds from 650180 Temporary Worker to 650120 Overtime and to 650140 Election Workers. Budget Transfer Request is included.

12. INFORMATION TECHNOLOGY

a. Request approval of Budget Transfer Request for the purpose of purchasing additional storage array.

13. MAINTENANCE

a. Request approval for West Gregg Special Utility District to install via road bore, a 3/4" customer service line within 2” encasement at 525 feet north of the intersection of Ronnie Brown Road and Ace King Road, located in Precinct 3.

14. PURCHASING

a. Consider approval to authorize Purchasing Agent to advertise and request sealed bids for metal shed additions for the East Texas Regional Airport – Bid: 2021-13.

b. Discussion and any necessary action to renew General Liability, Public Official Liability, Law Enforcement Liability, Automobile, Crime, Mobile Equipment, Cyber Risk and Property Insurance with current endorsements with the Texas Association of Counties effective 10-1-2021. (Consultant: McGriff Insurance Services)

c. Discussion and any necessary action to renew Airport Owners Liability Insurance and Fiduciary Liability Insurance for Health Insurance and Employee Benefits package with Rooker, Downing & Booth Insurance.

d. Pursuant to Texas Local Government Code 263.152(a)(3), consider approval to dispose of unsold lots from the approved advertised County auction that ended August 13, 2021.

e. Consider approval of Lease Agreement with Pitney Bowes for letter openers for Tax Office (TXMAS State Contract # 985L1).
