Gregg County Commissioners’ Court

A regular meeting of the Gregg County Commissioners’ Court will take place at 10 a.m. Monday, July 19 in the commissioners courtroom on the third floor of the Gregg County courthouse, 101 E. Methvin St. in Longview.

Agenda

1. Approve payroll and transfer of payroll funds.

2. Approve bills payable, budget amendments, special bills, and budget transfer requests.

5. AUDITOR

a. Request approval to renew and pay Rooker, Downing, and Booth Insurance for Tank Pollution Liability policy.

6. COMMISSIONERS

a. Acknowledge Road and Bridge Report for the June 2021 term.

b. Precinct 1 – request acceptance of 1,270 cubic yards of recycled asphalt product (RAP) from Texas Department of Transportation.

c. Precinct 3 – request approval to declare 12 cubic yards of recycled asphalt product (RAP) as surplus, approval of Interlocal Agreement with White Oak Independent School District (WOISD) for sale of the surplus RAP, and approval of project to transport the surplus RAP to WOISD per the Transportation Code 251.015.

d. Precinct 3 – request approval to install culvert at 8840 Goforth Road, Kilgore, Texas. Precinct 3 will provide labor, equipment, and clay and RAP for fill and property owner will furnish the culvert. Project Planning Report is included.

e. Precinct 3 – request approval to install culvert at Mt. Moriah Cemetery, 6144 Gateway Center, Kilgore, in Precinct 3. Precinct 3 will provide labor, equipment, and materials. Project Planning Report is included.

f. Precinct 3 – request approval to assist the City of Warren City with the installation of a culvert at the corner of North Point Pleasant and George Richey Roads. Precinct 3 will furnish labor and equipment with Warren City providing all necessary materials. Project Planning Report is included.

g. Precinct 3 – request approval to assist the City of Warren City with right-of-way maintenance on North Point Pleasant Road. Project Planning Report is included.

7. CONSTABLES

a. Precinct 4 – request acceptance of resignation letter from Precinct 4 Constable Danny Craig II effective August 1, 2021.

8. COUNTY CLERK

a. Request approval to transfer $6,000.00 from 650110 Salary Lag to 650180 Temporary Help for temporary employee to assist in upgrade and e-Recording project. Budget Transfer Request is included.

b. Request approval of Commissioners Court minutes for the June 2021.

9. ELECTIONS

a. Request approval to utilize Security Grant funds for the purchase of AT&T Infrastructure Security Package.

10. INFORMATION TECHNOLOGY

a. Request approval for disposal of end-of-life Information Technology equipment by STS Electronic Recycling who will pick up, process, and dispose of items in accordance with State and Federal requirements. Gregg County Inventory Transfer Request is included.

11. INVESTMENTS

a. Request ratification of collateral pledged and released.

12. MAINTENANCE

a. Discuss and consider approval for CenterPoint Energy to install a 1-inch gas line (in 2-inch casing) beneath Airline Road, located in Precinct 1.

13. PURCHASING

a. Consider approval to authorize Purchasing Agent to advertise and request sealed proposals for Generator Maintenance and Services for Gregg County: RFP 2021-07.

b. Consider approval to authorize Purchasing Agent to advertise and request sealed proposals for Elevator Maintenance and Services for Gregg County: RFP 2021-09.

c. Consider approval to authorize Purchasing Agent to advertise and request sealed bids for a Passenger Boarding Ramp for the East Texas Regional Airport, Gregg County: RFP 2021-10.

d. Consider approval of contract addendum with Conterra Networks for Internet Provider Services for Gregg County: RFP 2021-04.

e. Pursuant to Texas Local Government Code 263.152 and 263.153, consider approval of disposition of miscellaneous Gregg County assets and authorize the Purchasing Agent to advertise a County auction beginning July 30, 2021 and ending on August 13, 2021.

f. Consider approval for Maintenance Department to purchase a food preparation table for internal snack bar.

g. Consider approval of a discretionary exemption in accordance with Local Government Code 262.024(2) for the purchase, installation, and monitoring of security equipment for Gregg County. Additionally, request approval for County Judge to sign all related documents.

h. Consider and take necessary action to approve a contract between Gregg County and Longview Alarms, LLC for the purchase, installation, and monitoring of security equipment.

i. Consider approval to transfer funds from purchasing department salary lag to contract services for temporary worker.

j. Consider approval to authorize Purchasing Agent to negotiate a contract for Grant Administration Services for Application Development, Grant Administration, and Grant Management Services for the American Rescue Plan 2021, regarding the Coronavirus Local Fiscal Recovery: RFP 2021-08.
