A regular meeting of the Gregg County Commissioners’ Court will take place at 10 a.m. Wednesday, Feb. 24 in the Commissioners Courtroom on the third floor of the Gregg County courthouse, 101 E. Methvin St. in Longview.
PRESENTATION OF EMPLOYEE SERVICE AWARDS
1. Approve payroll and transfer of payroll funds.

5. NORTH AND EAST TEXAS COUNTY JUDGES AND COMMISSIONERS ASSOCIATION
a. Request approval of 2021 membership dues in the amount of $175.00.
a. Precinct 1 – request ratification of safety improvements made to the parking lot and handicap entrances at the Longview Exhibit Center, 1123 Jaycee Drive, in preparation for COVID-19 Vaccination Clinics. Project Planning Report is included. These improvements were made pursuant to Interlocal Agreement between Gregg County and City of Longview.
b. Precinct 4 – any necessary action for Budget Transfer Request of $1,000.00 from 730100 Supplies and Other Expenses to 75200 Capital Outlay Buildings for Elderville Community Building renovation.
c. Precinct 4 – request approval for installation of culvert at 1409 Jerry Lucy Road, Longview, which is within County Road right-of-way. Precinct 4 will provide labor, equipment, and Recycled Asphalt Product (RAP) for fill with the property owner furnishing the culvert. Project Planning Report is included.
a. Precincts 1, 2, 3, 4 – request acknowledgment of Senate Bill 1074/Racial Profiling Report for the period January 1, 2020 to December 31, 2020.
8. COUNTY JUDGE
a. Discussion and any necessary action to execute Attestation Form in support of CHRISTUS Good Shepherd Medical Center being designated a public-financed hospital pursuant to the Texas Administrative Code Section 355.8065 and 355.8212.
9. HUMAN RESOURCES
a. Request approval of 2021 Employee Grievance Committee, in accordance with Section 10.11 of the Gregg County Personnel Policy. The roster includes: Michelle Gilley, Derold Miller, Kevin Olvera, Michelle Garrett.

Request approval of Resolution Authorizing Tax Resale in the amount of $792.73 under Cause No. 15918-CCL2 to Ratisha Ann Williams, Derrion Jermaine Harris, and Marcus Dwayne Williams of Gregg County, of property described as: Tract No. 2: Lot 12, East Midland Addition, City of Longview, Gregg County, Texas, according to the map or plat thereof, recorded in Volume 47, page 14, Deed Records of Gregg County, Texas. b. Request approval of Resolution Authorizing Tax Resale in the amount of $2,410.00 under Cause No. 022139-CCL2 to Orms Family Limited Partnership of Gregg County, of property described as: All that certain lot, or parcel of land being 0.345 acres of land, more or less, situated in the A. R. Johnson Survey, 1 – 2, in the City of Longview, Gregg County, Texas, being all of the same land conveyed from George W. Moody, Trustee, to White Oak State Bank by Trustee’s Deed dated November 7, 1994, and recorded in Volume 2754, Page 141, of the public records of Gregg County, Texas, and described as “Tract Three”, therein, said 0.354 acre (Account No. 20604).
11. LONGVIEW ECONOMIC DEVELOPMENT CORPORATION
a. Discuss and possible approval of an economic development agreement pursuant to Chapter 381 of The Texas Local Government Code as part of the economic development incentive package negotiated by the Longview Economic Development Corporation (LEDCO) and designated “Project Double”.
b. Discussion and possible approval of a Resolution confirming that Gregg County supports and has no objection to the designation of a Foreign-Trade Zone as part of the economic development incentive package negotiated by LEDCO and designated “Project Double”.
a. Consider approval of Change Order 1 for the Elderville Building Renovation Project.
b. Pursuant to Texas Local Government Code 263.152 and 263.153, consider approval of disposition of miscellaneous Gregg County assets and authorize the Purchasing Agent to advertise a County Auction beginning February 26, 2021, and ending on March 18, 2021.
