County Judge: ‘It’s just a mess’

Gregg County Judge Bill Stoudt is as eager as anyone to see a quick resolution to the ongoing battle over the state's redistricting boundaries.

"We'd sure like for the courts to decide so we can get the primaries going," he said Tuesday. "They're talking about moving them to June. Then talking about who's going to bear the cost of them.

"It's really a mess."

Stoudt says he's left with the same lack of information as Gregg County residents and others statewide. What he knows is what he's read.

"They're talking about a split primary where you would have the presidential primaries and the delegates be elected by the parties in April. Then you would have all the elections statewide in June," he said, frustrated. "It's just a mess. Just a mess."

Fortunately, Stoudt said, Gregg County isn't part of the problem.

In August, county commissioners unanimously approved a redistricting change, shifting the boundaries between Precincts 1 and 4.

"Significant growth in Precinct 1 in the north part of the county" contrasted with a decline in the population of Precinct 4 during the past decade, Stoudt explained. Approximately 8,000 Longview residents were affected by the change, which revised the Precinct 1 population to 31,245 and Precinct 4 to 30,489. Precincts 2 and 3 were unchanged at 29,337 and 30,659, respectively.

"We didn't have any problems up here. Our districts were accepted by the consultants."

During their regular meeting Monday morning, in the course of 10 minutes commissioners unanimously approved all things presented, including bills payable, budget amendments and budget transfers, payroll and health plan claims payments.

The court also approved a request to assist White Oak ISD with asphalt work at the high school and elementary school. The 2011 Annual Racial Profiling Report for Precinct 3 also carried a 5-0 vote in addition to approval of the Quarterly Investment Reports for the 3rd and 4th quarters of Fiscal Year 2011.
