Irony rained down Tuesday evening as Kilgore city council members discussed the idea of adopting storm water utility fees. Outside, heavy rains and thunder pummeled city hall and filled up Kilgore storm drains while, inside, council members listened to a presentation from the Tyler office of the Dallas engineering firm Freese & Nichols.
