Julie Hope’s campus was not built for Head Start and kindergarten students. With more than 500 students, ages 3 to 6, more than three separate classroom buildings and 15 possible exits, Kilgore Heights Elementary School is ill-equipped for her youngest charges, the KHES principal said.
