Annual KIBA banquet to cite top ‘beautifiers’

And the winner is … The Kilgore Improvement and Beautification Association. KIBA will hold its own Oscars April 13. The public is invited to the 2010 KIBA awards banquet. Tickets are available at the Kilgore Chamber of Commerce.
