In 1993 Joe T. Parker was elected to the Kilgore city council. In 1999 voters named him mayor. Tuesday, Feb. 23,, 11 years after he was elected mayor the first time, he resigned. “I have not been looking forward to this day,” Parker told the council and audience, “but I knew when I bought that property, it would come.”
