Organizers are crossing their fingers that rain won’t ruin Saturday’s “Make Kilgore Shine” citywide cleanup. Debbie Phillips, co-chair of this year’s event, says even if it does rain, all won’t be lost because the cleanup will be moved to the following Saturday, Oct. 17.
