Downtown businesses will air complaints at city council
A downtown businessman will present a “petition of restitution” to city councilmen when they meet Tuesday at city hall. The meeting begins at 5:30 p.m. in council chambers. Doyle Turner, owner of The Dove’s Kitchen, is the first on the agenda and he is expected to discuss a plan to reimburse downtown merchants who say they have been adversely affected by construction during the Main Street renovations that began a few months ago. Following prayer by Barry Metz of Kilgore Baptist Church, citizens have an opportunity to speak to the council during “public forum,” followed by Turner’s presentation. Staff presentations will include an update on Wildcatter Estates by Carol Windham and updates regarding properties at 1318 Wells St. and 1100 Hillmont by B.J. Owen. This week’s “consent agenda” includes approval of: a Gregg County contract with Kilgore Public Library to serve the functions of a county library for a period the coming year; a contract between the Humane Society of Northeast Texas and the city for private animal shelter services; the Kilgore Economic Development Corporation’s budget and strategic plan; a Letter of Credit and final plat of Oakridge Addition Unit II; and a resolution to nominate A.P. Merritt Jr. to the Gregg County Appraisal District Board of Directors. The council will also consider the following re-appointments to two boards for two-year terms: Bill Bass, Sanford Stein and B.J. Clark to the Planning and Zoning Commission; and Travis Crews Jr. and William I. Woodard to the Zoning Board of Adjustments & Appeals. Resolutions and other action items include: — Approving a change order for additional quantities on the 2009 Miscellaneous Concrete Repairs Contract. — Adopting Ordinance No. 1443 amending Ordinance No. 1394 that established the 2008-09 Budget, reallocating appropriations in the General Fund and Water Utility Fund budgets. — Approving a license for Star RV Park, 4701 FM 349, approximately 700 feet east of FM 2087 intersection. In executive session, the council will discuss personnel matters regarding the associate municipal court judge and the fire department.
