ONE THING KILGORE'S antismoking ordinance has done: Smokers here are getting a suntan. THE new rule says smokers have to be more than 30 feet from the exterior door. At most businesses, 30 feet will put you beyond the shady patch. All over town, smokers are standing outside, soaking up the rays.
