Carl Clower, Expressions owner, was all smiles lastweek when construction workers poured sidewalks to replace the plywood walkways that have been in place for weeks. Happy last week, he was likely giddy Tuesday when crews laid asphalt in that area. The new sidewalks are a key feature of the overhaul of downtown Kilgore. More ...
