Council to hold public hearings on proposed annexation City council is slated to hold the second of two public hearings on the proposed Danville Heights annexation next week. In other business, Eugene Davis, executive director of Kilgore Crisis Center, is slated to discuss Texas Emergency Grants Program. Under staff reports, Justin Windham, Code Enforcement Officer, is set to present his Quarterly Code Enforcement Update. Consent agenda items include: acceptance of a Lone Star Libraries Grant in the amount of $6,996 and authorizing Jeff Howell, city manager, to sign all pertinent documents pertaining to the grant; and, approval of the Emergency Grants Program application submitted to the Texas Department of Housing and Community Affairs by Kilgore Community Crisis Center, certifying that application activities are within in the City of Kilgore and ratify authorization for the Howell to also act on behalf of the City of Kilgore in executing the approval of these documents; and approve meeting minutes from: City Council Meeting of December 22; KEDC Board of Directors Meeting minutes of December 22; and, KEDC Board of Directors Meeting minutes of the meeting to be held January 12. Ordinances, resolutions and other action items include: discussion and guidance on funding other post employee benefits (OPEB); adoption of Resolution 09-0, adopting City of Kilgore Purchasing Procedures; adoption of Ordinance 1413, amending the City of Kilgore Development Code; acceptance of the resignation of Karl F. Edmonds from the Kilgore Economic Development Corporation Board of Directors and make appointment to fill his unexpired term which ends Sept. 30; and, approve Joint Election Agreement between the City of Kilgore and Kilgore Junior College. Council is also set to consider the items for Culvert Replacement on Birdsong Creek at Crescent Drive, including authorizing KSA engineers to provide surveying and engineering services and authorizing staff to shift funds from the Fire Station 2 allocation to cover engineering services; consider a contribution to the Chamber of Commerce for the 2008 snowhill; and, consider approval to purchase a restroom unit from CXT Precast Products for Martin Luther King Park through Texas Multiple Award Schedules (TXMAS) a cooperative purchasing program of the State of Texas. Council reserves the right to go into a closed-door session from time to time as deemed necessary during this meeting. Kilgore City Council meets 5:30 p.m. Tuesday, Jan. 13 at Kilgore City Hall in Council Chambers.
