City to help homeowners, sets meeting Kilgore is blessed and recognized as one of the most beautiful cities in East Texas, with a rich and historic heritage; but along the same streets that witnessed this city's great past unfold are dilapidated houses, that are barely livable, yet home to many. The city of Kilgore - by way of $300,000 in federal grants - has a unique opportunity to assist six local homeowners with rehabilitation or even rebuilding their homes. The public is invited to one of two application meetings at which application assistance will be provided and questions answered. Eligibility requirements are that the home and land must be occupant owned and within the city limits. Homeowners must fall within specific annual income guidelines: one person, $17,550; two-person family, $20,100; three-person family, $22600; four-person family; $25,100; five-person family, $27,1000; six-person family, $29,100; seven-person family, $31,100; and eight-person family $33,150.
