Council to consider adopting jay-walking ordinance

When Kilgore city council meets next week they will be asked to consider adopting an ordinance against jay-walking.

The council agenda calls for council members to consider a prohibition against crossing the street, except at a crosswalk, in a designated commercial district.

Several city departments are slated to speak to Kilgore City Council Tuesday night. Carol Hinton, Chamber of Commerce tourism director will present the monthly tourism report; David Hackley, city utilities superintendent will provide his department's quarterly report; Linda Johnson, director of Kilgore Public Library will give a presentation on the summer reading program; and, Mike Green, director of community services, will report on progress at the public pool and the new walking-trail lights at Harris Street Park.

Consent agenda Items include approval of the city's Main Street program logo and approval of sheriff 's property sale of 606 Rodgers Street, Lot 8 of NCB 48 in the Kilgore Van Winkle Survey, to Jesus Buenrostro in the amount of $3,180.

No public hearing is scheduled

Items slated for council discussion and possible approval include:

- request from Kilgore College for a special Hotel Occupancy Tax allocation of $10,000 for use toward scholarships for an acting and stage combat workshop to be held July 15- 29, in conjunction with the Texas Shakespeare Festival;

- Consideration of the issuance of certificates of obligation for the water and sewer department;

- action regarding the Roy H. Laird Memorial Hospital Foundation Board of Regents, including approval of the number of members appointed to the board and making those appointments;

- adoption of ordinance 1373 prohibiting pedestrians from crossing a roadway in a business district or a designated highway except in a crosswalk or overhead pedestrian crossing.;

- approval of an agreement for professional engineering services between the City of Kilgore and KSA Engineers for Chandler Street Improvements in an amount not to exceed $382,125;

- adoption of resolution 08- 11, adopting a goal as set forth in and in accordance with Senate Bill 5 regarding the City's consumption of electricity by city facilities; directing the preparation of an energy efficiency plan; and providing for the reporting to the State Energy Conservation Office;

- adoption of a resolution opposing the enactment of the provisions of U.S.S. 1300 or any legislation that imposes new taxes and fees upon noncommercial aviation, including "per flight charges," increases in aviation fuel and gas taxes above adjustments for inflation, or any other taxes and fees outside the current funding structure for the Federal Aviation Administration and endorsing and supporting both H.R. 2881 and the U.S. Senate "American Infrastructure Investment & Improvement Act,"; and

- discussion and guidance in regards to formation of a sister city relationship between the City of Kilgore and Rzchichiv, Ukraine.

Kilgore City Council meets 6 p.m. Tuesday, May 13 at Kilgore City Hall.
