Allegiance Hospital to make presentation to City Council

Kilgore City Council is expected to hear from Allegiance Specialty Hospital at next week's city council meeting. Marc Pearce will update on council on facility operations.

Allegiance is operating in the former Laird Memorial Hospital building.

Carol Hinton, Kilgore Chamber of Commerce director of tourism; B.J. Owen, director of special services; and David Hackley, utilities superintendent, will all present quarterly reports at that meeting.

Consent agenda items include approval of tax resale deed for property at 206 Luder Street, Lots 8 and 9 of Block 5 in the Eastview Addition to Dario Morales; approval the re-appointments of Bobby Beane and Dr. Jerry Ted Roberts to their second three-year terms on the Kilgore Economic Development Corporation Board of Directors to be effective October 1.

No public hearings are scheduled.

The council will consider the following regarding the proposed tax rate:

discussion of proposed tax rate; vote to place a proposal to adopt the proposed tax rate on a future agenda; and schedule public hearings on the proposed tax rate.

Council will consider closing a portion of Barnett Street approximately 359 feet east of the intersection of Rusk Street and Barnett Street.

Council is also asked to adopt the following ordinances:

Ordinance 1386 - 2006, International Building Code; Ordinance 1387 - 2006, International Residential Code; Ordinance 1388 - 2006, International Fire Code; Ordinance 1389 - 2006, International Mechanical Code; Ordinance 1390 - 2006, International Fuel Gas Code; Ordinance 1391 - 2006, International Plumbing Code; and Ordinance 1392 - 2006, International Property Maintenance Code.

Council is slated to approve a proposal from Overman Tree Service for contract building demolition and lot clearing.

Council is expected to change the name of Cedar Lane, located between Cypress Drive and Scyamore Drive, to Cedar Drive.

Council may authorize Jeff Howell, city manager, to execute a letter of engagement with R.W. Beck, Inc., to perform a valuation study for a portion of Liberty City Water Supply Corporation water service area. The contract with Beck will cost no more than $17,500.

Council has been asked to discuss and offer guidance regarding the International Code Board of Appeals.

Council may adopt Resolution 08-13 supporting the discontinuation of the division of transportation user revenues to non-transportation uses and the appropriation of all revenue generated from highway user fees and taxes to fund transportation projects.

Council may also authorize Joe T. Parker, Kilgore mayor, to execute the certification of governmental entity participation regarding the Medicaid Hospital Supplemental Payment Program through the Texas Health and Human Services Commission.

An executive session is planned to discuss real estate matters related to the possible expansion of Martin Luther King Park and to talk about personnel issues.

Kilgore City Council meets 5:30 p.m. Tuesday, August 12 at Kilgore City Hall in Council Chambers.
