States at odds over how to handle ballots from deceased

If you vote by mail, but die before Election Day, does your vote count? It depends on where you lived. Kathryn Nealy, Gregg County election administrator, said in Texas, if an election ballot is cast by mail and the ballot was received and marked before the death of the voter then that vote counts.
